Auto Dealer Verification of Use Letters

An Auto Dealer Verification of Use Letter is intended for auto dealers who require written confirmation from the RM of Headingley as part of their application for a dealer permit through Manitoba Public Insurance.

The letter confirms whether the proposed auto sales use is permitted or conforms with the RM of Headingley Zoning By-law for the specific property, business, owner/operator, and location identified in the application.

What You Need to Submit

To request an Auto Dealer Verification of Use Letter, the following information must be provided:

1. Completed Application Form

Applicants must complete and submit the required application form.

The application form includes the applicant’s contact information, business location, operating name, type of business activity, description of the proposed use, and supporting zoning compliance information.

2. Lease Agreement or Proof of Ownership

Applicants must provide a copy of their lease agreement for the property where the business will operate.

If the applicant owns the property, proof of ownership may be provided instead.

3. Application Fee

A non-refundable application fee of $150.00 is required at the time of application. We accept cash, debit, or cheque. Online payments or credit cards cannot be accepted at this time.

Additional information may be requested by the Planning Department if required to determine whether the proposed use complies with the RM of Headingley Zoning By-law.

Review Process

Once the complete application, supporting documents, and application fee have been received, the Planning Department will review the request to determine whether the proposed auto sales use conforms with the applicable zoning regulations for the property.

The review process generally takes approximately 2 to 4 weeks. However, processing times may take longer if the required approvals are not already in place, if additional information is required, or if further review is needed to confirm compliance with the RM of Headingley Zoning By-law.

If the proposed use complies with the Zoning By-law, the RM may issue an Auto Dealer Verification of Use Letter for the specific business, owner/operator, and location identified in the application.

An Auto Dealer Verification of Use Letter is not transferable and is valid only for the owner/operator, business activity, and property location listed in the application.

Important Notes

An Auto Dealer Verification of Use Letter is issued for municipal zoning confirmation purposes only and is intended to support an application for a dealer permit through Manitoba Public Insurance.

The letter does not replace any required development permit, building permit, business licence, conditional use approval, variance approval, Manitoba Public Insurance requirement, or other municipal or provincial approval.

Submission of an application does not guarantee that an Auto Dealer Verification of Use Letter will be issued.

The RM may refuse to issue an Auto Dealer Verification of Use Letter where the proposed use is not permitted, does not conform with the Zoning By-law, where required approvals are not in place, or where insufficient information has been provided.
